This book is a political economy analysis of the §policy and regulatory environment of Internet §deployment in Ghana. It identifies three models of §Internet deployment in Ghana; private-corporate, §social-development, and regional-system provider. §Also it addresses key issues regarding the §management of the Internet industry by Ghana s §regulatory body; the National Communications §Authority (NCA). It is based on information gathered §through interviews and document analysis. I discuss §the Internet in Ghana using the concepts of public §interest and the social, political and economic §issues related to policy making and regulation in §telecommunications. I do this discussion with the §background of major Ghanaian policy and regulatory §documents like the Accelerated Development Program §(1994-2000), and the National Telecommunications §Policy (NTP). My discussion ends with the §proposition that Ghana s regulatory body should in §the spirit of the theory of convergence in §comparative public policy adopt feasible policies §and regulations from other economies.
